Frame rates and judder: why film looks stuttery on television

Panning shots that stutter are not a fault. They are the visible result of film's frame rate not dividing evenly into a television's refresh rate — a mismatch that has been around since television began.

A slow camera pan across a landscape stutters in a way that feels wrong, while fast action looks fine. Nothing is broken. It is a timing mismatch between how film is shot and how televisions refresh, and it has been present in one form or another since television started carrying films.

The mismatch

Cinema settled on 24 frames per second and has largely stayed there. Televisions refresh at rates derived from the electrical supply: 60 Hz in much of the world, 50 Hz elsewhere.

24 does not divide into 60. Something has to give, and what gives is the even spacing of frames.

How 24 becomes 60

The standard technique repeats frames in an uneven pattern: the first film frame is held for three refreshes, the next for two, the next for three, and so on. Twelve pairs of frames across sixty refreshes comes out exactly, which is why the method works.

But the frames are no longer on screen for equal lengths of time. Some last 50 milliseconds, others 33. On a static shot this is invisible. On a steady horizontal pan, where the eye is tracking movement and expecting constant velocity, the alternating durations read as a stutter. That is judder.

What motion smoothing does

Motion interpolation — sold under a different name by every manufacturer — takes a different approach. Rather than repeating frames unevenly, it generates new intermediate frames by estimating what would have been between two real ones.

It genuinely removes judder. It also produces the effect widely described as the soap opera look: film acquires the fluid, immediate quality of live video, which most viewers find wrong on drama and many find actively unpleasant.

The reaction is not merely conservatism. Twenty-four frames per second is part of how film looks, and a century of cinema has trained the association. Interpolation also fails visibly around fast movement and fine detail, where the estimation goes wrong and produces artefacts around moving edges.

The option that actually solves it

Many televisions can switch their refresh rate to a multiple of the content's frame rate — 120 Hz for 24 frames per second, where every frame is held for exactly five refreshes. Frames are evenly spaced, nothing is invented, and judder disappears.

This usually appears as an automatic frame-rate matching setting on the television or the streaming device. It is the cleanest answer available, and it requires no interpolation.

Distinguishing judder from other faults

Judder is regular, predictable and confined to motion. Three things are commonly mistaken for it:

  • Stalling and quality drops come and go with network conditions and affect the whole picture. That is a delivery problem, not a timing one.
  • Dropped frames from decoding appear as irregular hitches rather than a steady rhythm, and often accompany a device struggling with a demanding stream.
  • Slow panel response blurs moving detail rather than making it stutter — a different artefact with a different cause.

If the stutter is rhythmic and only on camera movement, it is judder, and the setting to look for is frame-rate matching rather than motion smoothing.
